Your new role
As Procurement Manager, you will be providing leadership on matters relating to contracts, commercial issues, procurement directives, and delivery of sustainable procurement policies and practiced across the organisation. You will also advise budget holders on the most appropriate procurement route and lead on higher risk procurement exercises and those arising on the receipt of grant funding to perform detailed analysis and manipulation of commodity information or data. Highlighting and prioritising areas for cost reduction or improved efficiencies to support management decision-making.

You will need to take responsibility for ensuring that all relevant procurement information and documentation is maintained, ensuring systems, websites, reports, documents are updated as required and are in a format that staff can understand and use. The Procurement Manager will take delegated responsibility for budgets following established procedures within the organisation as well as lead project teams/working groups, or contribute to cross-organisation project teams/working groups, to support the achievement or project objectives.

Reporting to the Director of Finance, you will have two Purchase Order Administrators reporting into yourself. You will be managing and supporting staff effectively through regular reviews of performance, including, for example, regular meetings, and the annual Staff Performance Review process. You will also be responsible for developing staff creatively in accordance with professional need and section objectives e.g., training staff on the Access purchase order system.

What you'll need to succeed
Awareness of key challenges within the Higher Education sector or similar sector in receipt of significant government funding
Subject related qualification and/or professional membership accreditation of accounting bodies such as CIPS
Experience of working within a Public Sector organisation as a category manager and leading procurements
Degree level qualification or equivalent qualification or experience
Understanding of the key deliverables of the job to develop and promote procurement processes and advise on procurement routes and lead on higher risk procurement exercises
Excellent MS Office skills - Word, Excel, Outlook and as appropriate for the post e.g., to manipulate large amounts of data using Excel, to deliver sophisticated procurement reports
Excellent administrative and organisation skills as well as experience of office administration
