Job Description

Who are we looking for?
Buildings and Facilities Management (B&FM) has secured funding for a three-year programme of works with a value of £28m in addition to substantial funding via the FFP programme (circa £14m) and annual maintenance and refurbishment works to a value of £8m per annum. To ensure that these fundings are used within the timeframes allocated requires dedicated resource allocation to B&FM and the contract values of many of these projects/programmes will have individual values of £2-3m.

As a Strategic Procurement Business Partner (B&FM) you will lead the work and development of the team. You will be accountable for leading, advising and representing UKAEA on all aspects of B&FM procurement activities. You will be responsible for defining the procurement strategy for B&FM programme of works, recognising the £28M pipeline.

This role will allow you to work with BEIS and Cabinet Office for all Commercial requirements which exceed the £10M threshold and provide commercial representation on Programme and Project Boards for B&FM project activities. This role will report to the Head of Procurement (HOP) but will work closely with the B&FM Head of Department.

What will you be responsible for?

 

  • Full responsibility for their direct B&FM procurement resource and for flexing additional procurement resources when necessary to meet constantly changing strategic deadlines and to ensure the delivery of organisational and B&FM objectives. Address and resolve conflict directly and constructively within the team and customers, including Senior Managers, Directors, and stakeholders. Identify and implement all commercial impacts of new/existing Commercial proposals and takes full responsibility and accountability and inform the HOP of all novel and contentious issues. Implement contract management processes to ensure measurable performance against the requirements throughout the contract life cycle. Co-ordinate efforts at all levels with other units of the organisation to ensure alignment of objectives and outcomes.

Budget Responsibility:
 

 

  • Supporting control of procurement costs within agreed budgets. Lead negotiations in respect placing high value / high complexity contracts and contract variations to support all projects and overall UKAEA budgets. £15M signing power authority to commit UKAEA in commercial contracts.


Qualifications

Essential skills, experience and competence required

- Strong verbal and written communication skills
- Experience of Public Sector and knowledge of OJEU
- Excellent interpersonal skills
- Ability to negotiate at the highest level
- Commercially astute and customer focused
- Dynamic and inspirational manager who finds solutions to problems and challenges
- MCIPS qualified

Desirable skills, experience and competence

- Some understanding of NEC form of contract
- Mentoring and developing of others
