About the role
* To secure work with S12 compliant terms (BIG/Policy/012) or Delegated Authority approved terms by undertaking the identification, evaluation and mitigation of commercial risk associated to tenders, tasking forms (variations), Contract Amendments and supply chain agreements (BIG/Policy/011), together with assisting in the negotiation of Prime Contract(s).
* To support, manage and provide compliance to Prime Contract obligations in accordance with Delegated Authority approval and Commercial process requirements.
* To work collaboratively with the project teams to provide commercial advice associated to the Prime obligations, subcontract and agreement risk mitigation and compliance activities and reporting during Contract execution.
* To support and maintain the commercial point of contact to Customer(s) and wider stakeholders to enable an open and transparent working relationship focused on resolving issues as they arise.
* To support and manage the commercial team/resource as appropriate to achieve operational performance

Responsibilities
The Senior Commercial Officer tasks and responsibilities are:
* To act as a focal point of contact (if appropriate) for customers and key stakeholders (internal & external) regarding contractual matters by establishing and maintaining a beneficial and effective customer relationships and communications
* To support the development of/ or propose a commercial strategy for proposals/tenders/variations that maximises the commercial position whilst delivering tenders and variations in accordance with competition rules and company processes and policies (BIG/Policy/011 and 012 and previous Delegated Authority approvals)
* Provide support to Commercial guidance and governance for all tenders/variations, within the respective business stream, & support to all team members for Gate 0 - 5.
* Act as the Commercial focal point to the business stream reporting on Commercial activity, Commercial risk mitigation strategies and any emergent Commercial issues which may impact Contract performance.
* Manage a team of Commercial personnel to achieve business and Commercial objectives and strategy ensuring all personnel have regular one to one meetings, a clear development plan and regular performance feedback sessions(as applicable).
* Support the maintenance and provide compliance to Commercial policies, processes, procedures and regulatory requirements ensuring they are followed consistently across the business streams. Provide support and identification of improvements within policies and procedures

What do I need to do the role?

Qualifications and Experience Requirements
* Academic: The candidate will ideally be degree qualified (or equivalent) in Engineering, Business, Law, Accountancy but not essential. Functional qualifications may include Membership of Chartered Institute of Purchasing and Supply (MCIPS), International Association for Contract and Commercial Management (IACCM) or Post Graduate Certificate in Commercial Management (PGCCM)
* Experience: Experience of contract and bid management
* Local: General knowledge of commercial terms and agreements, significant awareness of UK MOD contracting methods, strategies and contracting methods, effective proven negotiator, significant leadership skills supported by high level of resilience,
* Excellent communication, negotiation and problem solving skills.

Skills Required
* Knowledge of a variety of contracting methods which maximises and mitigates commercial risk and opportunity with both the Ministry of Defence and Commercial Companies.
* Provide Commercial guidance to account/project/programme managers
* Microsoft packages
