We are delighted to be partnered with Thames Valley Police, recruiting for an Assistant Procurement Manager opportunity based in Oxford.
OVERALL PURPOSE OF THE ROLE:
Undertake all day to day tendering and commercial contract
management activities in line with objectives and the procurement service performance indicators.
KEY ACCOUNTABILITY AREAS:
1. Working closely with key stakeholders and other procurement colleagues, ensure a seamless,
quality-assured and compliant tendering process in the delivery of all procurements.
2. Manage the tendering process stages for all procurements routed through the Sourcing and
Contracts Management Hub in line with TVP sourcing and tendering methodology and processes.
3. Undertake commercial contract management of all allocated contracts to ensure compliance with TVP savings and delivery plans.
Including:
Tender Renewal cycle
Contract Database and Reporting
Supplier Segmentation Analysis
Supplier risk management - Policy compliance monitoring
Contract Compliance and Risk
4. Conduct Tender Management activities on allocated procurements in accordance with defined
processes products and services, all statutory policies and procedures and EU procurement
regulations. Build and publish compliant PQQs, ITTs and conduct Market Consultation events and
manage and administer Q & A's from suppliers and clients during the tender stage to ensure timely
and efficient sourcing.
5. Provide support to Procurement Manager(s) during the PQQ and tender evaluation processes;
administer responses to questions raised by clients / suppliers, and maintain an accurate and timely
record of all tender procurement activity in order to effectively monitor progress and compliance.
6. Proactively manage and build appropriate relationships with key suppliers and colleagues, provide
input and feedback of procurement results in order to drive continuous improvement of procurement
processes and to achieve improved outcomes.
7. Draft and build contract documents for the Procurement Manager(s) and Business Partners.
8. Accountable for providing first point of contact for end user query management and liaise with
procurement team to ensure queries are fully managed if not resolved at first contact. Identify and
develop areas for further end user self services (i.e. portal content/management).
DIMENSIONS:
Include matters as key result areas that make the greatest demands on
the role holder, seasonal pressures, items processed, the number of customers and/or level
of authority to make financial decisions or commit other resources.
Further Comments:
Responsibility to undertake tender management activities across multiple categories of spend and
commercial contract management of specific contracts.
Challenging internal stakeholders on requirements.
Delivering seamless, quality assured and compliant tenders in the required timelines.
Managing underperformance of suppliers, prepare reports and escalate as necessary.
Programming reviews and contract renewals as appropriate to deliver the procurement strategy.
Monitoring and improvement of contract compliance across the Force.
Sign-off authority for appropriate levels up to those within the Force Financial Instructions.
CHARACTERISTICS OF THE ROLE
Expertise: Concerned with the level of administrative, professional and/or technical expertise
(knowledge and skills) needed to perform the role effectively; may be acquired through
experience, specialised training, and/or professional or specialist education and training.
The knowledge or skills required in the role are as follows (essential or desirable): E/D
1. Working towards (or willing to work towards) CIPS at entry level and/or proven experience in
working within similar EU regulated environments. E
2. Experience of running public sector procurement processes and EU Procurement
Regulations. E
3. Experience of using tender management and contract management tools. E
4. Strong analytical skills (to evaluate tenders). E
5. Strong verbal and written communication skills. E
6. Good organisational skills and attention to detail (ability to manage multiple projects
simultaneously). E
7. Proven ability to work as part of a team with resilience and flexibility to support colleagues as
required. E
8. Competent in Microsoft Office applications including (but not limited to) Excel, PowerPoint,
Word and Outlook. E
9. Good negotiation and influencing skills. E
