Job Details

A leading educational institution based in Hampshire is seeking to recruit a new Procurement Officer.

To realise their ambition of becoming a top UK institution, this leading education organisation have made environmental sustainability and civic action priorities for the procurement team to focus on.

The Procurement Officer role will have a particular focus on the IT category, however out and out IT experience is not as important as the ability to learn and grow within the role.

Additionally, a background in a public sector environment is desirable. 

If you have a few years of procurement experience under your belt, IT capabilities, and a passion for sustainability and social responsibility this may be the role for you.

Key responsibilities of the Procurement Officer role include:
   

  • Take full responsibility for various spend categories as allocated, developing a category strategy where relevant. To include managing competitive processes in accordance with the procurement policy and manual.
  • Develop a supplier knowledge base relevant to the categories, including potential routes to market. Keep abreast of changes in the marketplace.  
  • Work with internal stakeholders to develop sourcing strategies for the various spend categories, and/or to incorporate organisation priorities where relevant. Liaise with the Deputy/Procurement Manager to include requirements into the team work plan. 
  • Develop and negotiate contract terms in conjunction with the relevant stakeholders, based on current organisation templates. Liaise with the Deputy Procurement Manager and organisation Solicitor where needed. Ensure that suitable measures are included to drive contract performance, such as key performance indicators and service level agreements.
  • Ensure that post-award contract management requirements are identified at strategy stage and included in tender/contract documentation, including roles and responsibilities.
  • Use data from a variety of sources to develop and maintain a suite of reports/benchmarking. Analyse results and advise the Deputy/Procurement Manager and others accordingly, to aid tactical and strategic decision making. Additional reporting will be required from time to time to reflect developing commercial and corporate requirements.
  • From time to time lead on technical projects such as, but not limited to, systems development; risk mitigation strategies; documentation refresh; process development.
  • Other similar duties as required by the Deputy/Procurement Manager.

The emphasis on each will vary between the Procurement Officers within the team as directed by the Procurement Manager.
