Job Details

We are recruiting for a financial services business which is seeking a Procurement Manager to strategically optimise external spend, by developing effective stakeholder relationships and creating/maintaining supply market expertise, with a focus on Software and Technology.

The Procurement Manager will devise procurement strategies to drive best overall value for money and minimise supply chain risk.

Additionally, the role will also have oversight and responsibility for procurement input into the Supplier Management of key suppliers.

Day-to-day, the Procurement Manager will:

Influence the purchasing strategy

Create, implement and optimise the strategy for the procurement of appropriate goods and/or services. Generate value for money by delivering cost out and cost down initiatives and driving innovation and competitive advantage. Clearly scope, define and validate business requirements using best practice tools and techniques. Ensure support and compliance with all relevant business policies and procedures.

Evaluate and select suppliers

Undertake ad-hoc and on-going industry and supply market analysis. Implement appropriate supply models to deliver business aims, objectives and operational requirements. Lead the evaluation of supply solutions and undertake appropriate supplier selection processes. Obtain overall best value for money by encouraging competition, providing an equal opportunity to secure business, and by behaving in a professional and ethical way. Must be viewed by the business as a credible Subject Matter Expert.

Be customer focused

Develop effective stakeholder relationships with key decision-makers. Understand business drivers and objectives and proactively identify supply chain opportunities to support their delivery. Operate as a trusted advisor who is seen to offer real expertise and add genuine value. Work with business owners to leverage total spend across a matrix environment. Support the delivery solutions that satisfy both business unit, corporate, client and regulatory requirements. Work alongside supplier relationship Managers to optimize the full supplier lifecycle.

Manage risk

Comply fully with the roles and responsibilities detailed in the relevant policies including: Group Policy & Procedures, Purchasing Policy, Ethical Purchasing Principles and the requirements of the CSR supply chain management programme. The role will also have a regulatory aspect due to the regulated activities undertaken.

Maintain commercial awareness

Maintain a commercial and technological awareness expected as a procurement employee working in a credible FTSE50 company. Maintain relevant subject matter expertise on supply markets, purchasing initiatives, trends and best practice to identify and exploit commercial opportunities. Develop and maintain peer and supplier networks. Keeping up to date with key regulatory changes will also be part of the role.

Treat customers fairly

In all situations where suppliers provide goods and services directly to external customers, ensure that procurement activity and supplier relationships are managed in line with the Customer Experience and Treating Customers Fairly Policy.

Essential skills and technical knowledge for the Procurement Manager role:

Procurement & outsourcing

A thorough understanding of purchasing tools and techniques. Ability to create and select appropriate purchasing strategies and procedures, manage the selection of suppliers and negotiate legally binding contracts on behalf of the Company. A demonstrable knowledge of techniques to deliver continuous cost savings and add overall value to business units across the procurement scope.

Risk management

A good understanding of supply chain risk and mitigation strategies including legal risk, commercial risk, CR risk, fraud risk and business continuity risk. Knowledge and contribution to the departmental risk return. A good understanding of the legal aspects of contracting with suppliers.

Product knowledge

A good understanding of the corporate services required by a FTSE 50 Financial Services business and detailed knowledge of the relevant supply market & best practice sourcing models. A good understanding of the use and application of digital solutions and tools, such as sourcing tools, spend analytic tools and Oracle purchase to pay systems. A continual focus on maximising value adding activities by the identification and implementation of business self-service opportunities.

Supplier Management (SRM)

Responsible for supporting the business in the management of the commercial relationships with allocated key group suppliers, throughout the lifecycle of the agreement. To proactively support contract performance and identify and deliver additional value into the supply chain. This role will support SRM’s where appropriate in line with the Group SRM Policy.

Qualifications required for the role:

  • MCIPS – (proven experience 7 years + in a corporate procurement environment will also be considered).
  • Experience and evidence of proactively leading and managing supplier sourcing requirements. 
  • Proven experience in setting & delivering purchasing strategies, supplier selection, agreeing cost and price models that demonstrate value creation, conducting complex negotiations and owning tenders leveraged across the business, and recommending legally binding contracts.
  • Generalist experience of procurement of indirect services and to be a Subject Matter Expert in at least one of the following categories – IT, Cloud/SaaS, HR, Recruitment, professional services & consultancy, facilities, marketing, postage and print.
  • Experience of successfully influencing senior business stakeholders and subject matter experts through effective engagement and articulation of procurement strategies.
  • Experience of working in a best practice procurement environment.
  • Use of sourcing and spend analytics tools.
