The Disclosure & Barring Service (DBS) is a non-departmental public body sponsored by the Home Office. We provide information to employers and other organisations in England and Wales (and barring information only in Northern Ireland) so they can make informed recruitment and licensing decisions, especially for employees and volunteers working with vulnerable groups. We also determine whether an individual can take up relevant posts by making decisions about inclusion on a barred list.

Reporting to the Head of Commercial or Commercial Lead, you will support them in the management of DBS suppliers, working in cross-functional and cross-discipline teams to develop and implement risk-based contract and supplier relationship management capabilities and to tackle specific contractual issues, enabling delivery of DBS services. You will be based in Shannon Court Liverpool, with occasional travel, mainly to London or Darlington. 

Key accountabilities:

1.  Provide effective commercial management of DBS supplier contracts in a multi-supplier environment;

2.  Manage the procurement pipeline with input from DBS Portfolio Office;

3.  Support the Head of Commercial or Commercial Lead in re-tendering exercises for replacement contracts as they arise, ensuring adherence to applicable rules and regulations, due process is followed and value for money outcomes. Where required to do so by the Head of Commercial or Commercial Lead, lead on re-tendering activity;

4.  Work with internal stakeholders to develop requirements, challenging and refining as appropriate;

5.  Engage with legal representatives, Crown Commercial Service (CCS), Home Office Commercial Directorate (HOCD), Home Office Digital, Data and Technology (HODDaT), Cabinet Office Commercial / GDS and any other government department as appropriate re. supplier commercial and relationship management matters.

Essential:

•    Ability to deliver value for money;

•    Ability to manage suppliers against SLA’s and action taken to ensure delivery against contractual obligations and rectification of poor performance / non-delivery;

•    Ability to manage the commercial change process;

•    Experience of managing contracts of varying nature and size in a middle management role, preferably in a multi-supplier environment and including IT, estates or facilities management contracts;

•    Experience of EU and UK public sector procurement regulations.
