First People Solutions are currently engaged to recruit a Project Buyer to join an exciting Civils project based in Edinburgh. This role is for a well-reputed Civil Engineering Company. Our Client is a long-established company operating in various sectors within the UK and Europe, working in all aspects of building, civil engineering and service level.

Reporting to the Commercial Manager, the Project Buyer will be responsible for supporting the project in subcontract and materials procurement in relation to work packages within the civil engineering working environment. They will source both nationally and internationally, negotiating with existing and new suppliers. Cost reduction, quality, innovation, value engineering, collaboration, risk management, contractual management and opportunity are key parameters of this role.

The Job

As a Project Buyer your duties will include but not limited to:

Develop and implement robust supply chain management to support business and project objectives and goals.
Pre-construction involvement in design meetings, product selection, obtaining quotations for cost certainty and supply chain development are role requirements along with conduct pre-start meetings with the selected supply chain and our clients operational team.
Work closely with the project delivery and commercial team to ensure that the procurement requirements are compliant and appointed in line with project requirements.
Post contract duties include establishing supply chains for tendered subcontract packages including the timely assessment and effective processing of materials requisitions.
Identify work package risk and offer supply chain solutions and mitigation strategies at task level.
Tendering, negotiation and placement of sub-contract orders, chairing meetings when appropriate, management and resourcing of suppliers and sub-contractors.
Perform value engineering to meet budgets in both the pre and post contract phase to meet cost saving initiatives as appropriate.
Compose tender lists and implement all tendering requirements from feasibility through to implementation.
Complete analytical comparisons of tender returns and make recommendations for further appointment.The Candidate

An experienced and professional individual with a detailed understanding of the construction Industry, excellent negotiation skills and a wide breadth of procurement knowledge. You must have the ability to work under pressure, to tight deadlines and to service the needs of the business.

You will also have:

Have a full driving license
Be educated to degree level Quantity Surveying, Construction related discipline or equivalent qualification. (Candidates without this level of education may be considered if they can demonstrate suitable work experience as deemed appropriate by Management.)
At least five years' experience working in construction with good career continuity.
A working knowledge of the COINS Purchase or other order processing system essential.
Proven experience of relationship building with client organisations and consultant representatives.
Proficient knowledge in Microsoft Office (Excel, Project, PowerPoint, Word, Outlook), database software and Conquest.
Demonstrate a solid technical background in the building construction sector.
Strong background in purchasing within the construction industry and understand the functions of specialist suppliers.For more information, please apply online attaching an up to date CV
