I am looking to recruit a Procurement Officer on a temporary basis to cover sick leave. This position is with a local Council and is expected to run until at least August 2020.

Purpose of the role

To lead and drive process and commissioning strategies and projects giving due regard to commerciality. To provide support, advice and guidance to all staff in relation to the commissioning and procurement of services in line with the Council’s Standing Order. Maintain the ethos of accountability and budget monitoring. To provide management guidance to all staff in relation to commissioning and market opportunities and challenging where appropriate spend made by the Council to ensure best use of resources and value for money services.

Duties and Responsibilities:

1. To lead and drive process and contract efficiencies for the allocated portfolio of service area and contracts.

1. To offer advice and guidance to all staff including operational staff in respect of any commissioning activities and market change or development.

1. To explore opportunities for collaboration across public sector, 3rd sector and private organisations.

1. To maintain contact with the market-place to ensure awareness of latest trends and sector initiatives. This will include the maintenance of Market Position Statements to support market shaping.

1. To undertake regular benchmarking and give-consideration-to alternative service modelling activities.

1. To manage staff under their responsibility.

1. To adhere to and follow the commissioning cycle and procurement rules.

1. To lead re-commissioning/procurement of large projects and/or models such as the recommissioning of focussed support, alternative education, domestic violence/homeless and substance misuse.

1. To ensure legislative compliance and associated frameworks.

1. To ensure appropriate contract management and progress the development of the intend contract management system
