G7 Commercial Lead

The Disclosure & Barring Service (DBS) is a non-departmental public body sponsored by the Home Office. We provide information to employers and other organisations in England and Wales (and barring information only in Northern Ireland) so they can make informed recruitment and licensing decisions, especially for employees and volunteers working with vulnerable groups. We also determine whether an individual can take up relevant posts by making decisions about inclusion on a barred list.

As Commercial Lead, you will be responsible for leading and managing a service providing expert and professional sourcing, commercial and contract management of DBS strategic suppliers; supporting and advising the Associate Director for Commercial and enabling delivery of DBS services through these contracts.

Key accountabilities:

  • Provide effective commercial / contract / relationship management of strategic contracts in a multi-supplier environment
  • Have input into the design and implementation of the supplier relationship management function across DBS;
  • Work in cross-functional and cross-discipline teams to implement strategic and tactical contract management, supplier management and relationship management capabilities and to tackle specific contractual issues, enabling delivery of DBS services;
  • Maintain effective delivery of suppliers’ commercial terms and relationships, including SLA’s, obligations and milestones;
  • Ensure effective audit, management and financial controls are in place within their command;
  • Ensure a smooth contractual transition in terms of outgoing / incoming suppliers;
  • Achieve and maintain VFM for suppliers;
  • Manage the commercial aspects of the contract change processes for suppliers;
  • Provide supplier relationship managers and other DBS colleagues with commercial advice and support.
  • Engage with legal representatives, Home Office Commercial Directorate (HOCD), Home Office Digital, Data and Technology (HODDaT), Cabinet Office Commercial / GDS and any other Government department as appropriate re. supplier commercial and relationship management matters;
  • Provide commercial support to DBS projects as required, including activities relating to reviewing and approving documents;
  • Work with key stakeholders to develop procurement sourcing strategies for future requirements;

Essential:

  • Ability to deliver value for money;
  • Ability to manage suppliers against SLA’s and action taken to ensure delivery against contractual obligations and rectification of poor performance / non-delivery;
  • Ability to manage the commercial change process.
  • Experience of managing high value, strategic contracts in a senior management role, preferably IT focussed contracts.
  • Experience in a senior management role of managing contracts of a similar nature and size, preferably in a multi-supplier environment.
  • Experience of EU and UK public sector procurement regulations.
