Procurement Manager - JV Main Contractor
Permanent / Full Time
Location: Birmingham

Salary: Basic up to £70,000 plus Package

Our client is a Joint Venture between the two major civil engineering and construction companies, , with large scale projects across the globe and experience in a range of specialities including infrastructure and civil engineering, housebuilding and land development.

Both partners bring specialist expertise in the design, construction, operation, financing and maintenance of railway networks, including the construction of one of Europe’s latest high speed rail projects.

Position Summary

The Procurement and Supply Chain approach is based on a blend of category management and operational procurement to drive greater value from its Procurement and Supply Chain, through better performance and stronger relationships with suppliers and subcontractors. Our key objectives are to deliver:

Why the role is needed - To deliver effective procurement solutions to the Project Delivery teams. To ensure supplier performance and reduce cost and business risk significantly. To deliver a best value supply chain by embedding category strategies into the projects and focusing on the needs of internal & external customers.

Role in the context of Project strategy - Project strategy states that Supply Chain will be delivered through a combination of Category Management and Operational Procurement (Supply Management). This role will manage the supply of goods and services to the project in order that financial savings and performance improvements are made through a more strategic approach to supply chain management.

The specific areas of accountability of the role are as follows:

  • Leads all procurement activity on a project/sub-project, series of projects
  • Helps to develop and then implements the procurement strategy for the project, working closely with stakeholders to understand customer requirements and implement the most appropriate supply chain solutions
  • Works closely with internal and external stakeholders and managers to understand Project requirements and implement the most appropriate supply chain and category solutions
  • Prepares and issues enquiries, carries out quotation analysis and evaluation outside of category managed areas
  • Selects and proposes appropriate vendors
  • Conducts negotiations with suppliers & subcontractors (low and moderate value/risk), places orders at least end cost
  • Complies with all corporate procurement processes & procedures
  • Manages procurement against a procurement programme
  • Prepares and presents reports as required, achieves targets set by team
  • Ensures that the supply chain is safe, sustainable and appropriately accredited
  • Supports performance management and supplier development programmes, provides metrics and trend analysis. Installs corrective action plans
  • Achieves targets set by the Supply Chain Lead. Prepares and presents timely & accurate reports
  • Inputs to planning activities with horizons of typically 6 months to 12 months
  • Conducts regular management reporting, financial status, forecasting and budgeting
  • Proactively supports the project and/or business cash management strategy
  • Responsible for delivery of a savings plan and specific savings targets
  • Identifies ways to reduce cost and improve service
  • Typically, first line manager with overall people responsibility
  • Ensures that resources are in place to meet the business needs. Provides leadership and development for the Supply Chain staff allocated to him/her. Leads the team through major business change and growth
  • Optimises performance
  • Responsible for implementing disciplinary actions where necessary

Education levels:

  • CIPS qualified
  • Degree qualified

Specific technical knowledge/skills:

  • Supply chain principles, procedures and methods
  • Supplier performance improvement tools & techniques
  • Financial analysis, budgeting and forecasting
  • Leadership techniques and staff development methods
  • Relevant product and subcontract market knowledge desirable but not essential
  • Tender and contract procurement practice, processes
  • Knowledge of relevant forms of contract and strong commercial awareness
