Procurement Officer – Bradford

£26,999 per annum - Permanent

A Procurement Officer to join their team. This fantastic permanent opportunity will give the

Duties

* To be responsible for all procurement activities within the Trust.

* To ensure compliance with the ESFA Handbook and deliver substantial savings on the Trust’s purchased goods and services.

* To devise a pragmatic procurement strategy and contract management approach across the Trust and all of its academies in line with national best practice.

* To provide support to the Trust and its academies on procurement and contract management for support services liaising with other specialists i.e. ICT, Estates, HR and Education.

* To be the professional lead on all procurement and contracted aspects of the Trust operation and help put in place sustainable approaches.

Responsibilities and accountabilities:

* To develop the overall procurement policy and standard operating procedures for operation across the Trust and its schools and to lead the development and implementation of Trust-wide procurement systems with the aim of providing robust controls, maximising value and minimising bureaucracy.

* Lead and manage the implementation and ongoing development of the Trust’s e-sourcing system as well as the implementation of data and market intelligence driven strategic sourcing plans

* Develop tender strategies, contract tendering, contract award, and contract management, supplier performance monitoring and reporting.

* Manage the on-boarding process for new suppliers, conducting all relevant checks in line with Trust policy and to then manage contract performance.

* Maintain the Trust-wide approved suppliers’ database, including conducting annual supplier checks.

* Monitor and report on key data such as the analysis of spend data, measuring purchasing performance, measuring supplier performance and provide clear recommendations.

* Provide guidance and support to colleagues who undertake delegated procurement activities at Trust and school level to ensure compliance, control and value for money.

* Provide oversight and guidance to ensure delegated contracts are managed effectively.

* Lead contract reviews and negotiations with major suppliers, seeking optimal terms.

* Compile reports on contract management issues providing clear recommendations.
