University Procurement Manager 

Salary: £39,152 - £49,553

Start date; ASAP 

A university based in High Wycombe is now actively looking for a Procurement Manager to join their team ASAP. Based in the town center they are looking for someone to join them this November. They are looking for someone to lead the delivery and development of effective and flexible procurement processes, functions and service across the University and demonstrate the highest levels of professionalism and ethical behaviour at all times.

Main Duties & Responsibilities:

  • To develop and work to a delivery plan in line with the financial strategy.
  • To develop and implement policies and provide advice to promote best practice throughout the University on all levels of expenditure to ensure value for money is achieved
  • Record and report on Value for Money. Review and advise on Capital expenditure tenders and evaluate equipment lifecycles
  • To identify and analyse any areas of concern and/or opportunity and formulate proposals for consideration by relevant managers and committees, identifying the positive benefits available from structured procurement.
  • To assist and guide departments in the identification of long term strategic requirements, supplier relationships and market intelligence together with the evaluation of tenders and supplier selection.
  • To lead the development of purchasing information reports and analysis to inform and support planning, monitoring and reporting.
  • To oversee all complex or high risk procurement and ensure compliance with applicable UK/EU laws, OFS requirements and best practice.
  • To implement and maintain a contracts register, with the assistance of the Procurement Officer and use to formulate the procurement plan, develop proposals and assist budget-holders with managing supplier performance and ensure compliance with obligations for re-tendering.
  • To advise on supplier contracts from both a legal and commercial viewpoint.
  • To actively manage the supplier base and approve all new suppliers ensuring appropriate checks are evidenced.
  • To approve all purchase orders within the limits set from time to time to ensure value for money has been evidenced. Ensure compliance at all times.
  • To create efficient partnerships between the Finance Department and budget-holders, providing excellent service at all times within agreed timescales and ensuring regular liaison with senior managers.
  • To develop strong working relationships with the other members of the Finance team, ensuring an integrated, efficient and effective service is provided.
  • To actively be involved with SUPC and HEPA to attend sector training and networking events in order to continually enhance professional knowledge, identify and implement best practice and develop a network of sector contacts.
  • To undertake such other duties as may be required commensurate with the level of responsibility of the post.

The ideal candidate will have / be: 

  • Broad commercial mind-set developed from experience working in both the public and private sectorsPublic sector knowledge / background
  • Full member of MCIPS / Relevant CPD / Level 6 Graduate Diploma(or equivalent) in Purchasing and Supply
  • Available to commute across campuses
  • Positive / can-do approach
  • Able to take the lead and manage a team 
  • Major contract negotiation and management
  • Development of procurement strategy, plans, policies and procedures
