Summary

Background:
The commercial and procurement team works with stakeholders from all areas of the Met Office with the goal of buying goods and services in an efficient and compliant manner. We aim to deliver the most economically advantageous solutions to stakeholder requirements and support whole-life-cycle contract management. The Sub-Category manager roles presents an excellent opportunity to understand and contribute to a wide variety of Commercial and Procurement activities within the Met Office, spanning across multiple categories.

Job description

Job Purpose:
Reporting to the Senior Category Manager, the Sub Category Manager is responsible for supporting the development of category strategies and end to end sourcing of a range of requirements building up experience across a range of specialist categories. The Sub Category Manager is expected to work towards being an expert in the supply and commercial aspects of their category. Responsible for the key supplier relationships and cost savings in their categories, the Sub Category Manager is an interface with the internal stakeholder and other stakeholders within the wider BEIS and Government community.

Responsibilities

Job Responsibilities:
• Understand historic and future expenditure profiles in the category. Engage with the stakeholder to understand business needs and jointly work up category strategies with the Category Manager and stakeholders. Support the development and delivery of procurement and supply chain strategies.
• Work in close partnership with all stakeholders across the organisation as appropriate.
• Supporting internal and external monitoring of supply chain relationships, ensuring that supply chains are as efficient as possible and meet the needs of the organisation.
• Support end to end procurement process for a specific set of products and services within the categories ensuring the successful delivery of contracts that adhere to all relevant EU legislations, value for money principles and commercial probity.
• Provide support and guidance as appropriate for Supplier and contract management to ensure continuous improvement, delivery of service levels and price competitiveness are maintain or enhanced.3.6. Ensure effective lines of communication with stakeholders to keep them appraised of relevant information and progress with projects.

Essential Qualifications, Skills & Abilities
1. Proven and demonstrable procurement experience within a similar organisational context.
2. The ability to provide advice and guidance, understanding risk appetites and application of the relevant laws including early market engagement exercises.
3. Adaptable to change in line with new emerging business drivers, operational needs and government requirements.
4. Ability to think laterally, challenge traditional patterns of service delivery and develop new approaches for a focus on value for stakeholders.
5. Good negotiation skills and specifically negotiating contracts with a wide range of suppliers.
6. Excellent interpersonal skills, demonstrating proven ability to build trust and influence with across the organisation and with suppliers.
7. Working towards MCIPS qualifications or willingness to qualify.

Desirable Qualifications, Skills & Abilities:

1.Knowledge and skills of working under a Category Management methodology, supply chain management and/or contract management.
2. A good understanding of financial systems and current software.
3. Awareness of General Data Protection Regulations (GDPR), Freedom of Information Act and Transfer of Undertaking for the Protection of Employees (TUPE).
4. A working knowledge and experience of using collaborative frameworks eg CCS’ G Cloud, DOS or other pan-government frameworks.

The role of Sub Category Manager offers a challenging opportunity to engage at an early stage with key stakeholders and support the shaping of future strategies and approaches within the relevant portfolio. It also an excellent opportunity to quickly understand the wide variety of categories across the Met Office.

Contractual delegation for this role is £750,000.

Individual must be willing to study for CIPS Qualification.
This recruitment post is not offering UK Visa and Sponsorship and therefore requires all applicants to be eligible to work within the UK / EU without restriction. Allowances:
A discretionary Market Supplement value of £2,250
