This is an exciting opportunity for a commercially minded procurement professional to perform a role that covers both procurement and SRM within Bristol City Council’s ICT Commissioning and Supplier Relationship Management team (CSRM). Reporting to the ICT Commercial Manager you’ll work across a portfolio of over 280 ICT contracts in both functions enabling you to experience and contribute to all aspects of the procurement cycle. You’ll be joining a forward thinking, supportive and friendly team which has established itself as a key contributor to change within the Council at an exciting transformational time.

IT is a key enabler to delivering business innovation and change, particularly since the development of blockchain, Robotic Process Automation, Internet of things and Artificial Intelligence. It is becoming a core aspect in the delivery of more and more services and is one of the most exciting and prominent areas of Procurement to be part of. You’ll play a key role in ensuring both the provision of IT services to Bristol City Council (BCC) and the effective on-going management of suppliers against their contracts. It is a unique, challenging and interesting role within the department supporting the management of over 280 “business as usual” IT contracts as well as supporting ICT and Change Services in the delivery of new solutions and helping deliver the Council’s IT Strategy and the Government’s agenda of digital by default. It is a particularly exciting time to be joining the team as the IT estate is going through a transformational period which includes moving to cloud, focussing on channel shift and moving to a user centric single view of the citizen. Reporting to the IT Commercial Manager, you will provide specialist procurement expertise ensuring value for money is delivered through new and existing commercial arrangements resulting in reduced risk and improved business outcomes. You will be procuring in an agile environment, supported by experienced procurement professionals. You will be expected to assist IT and service areas on all aspects of procurement including sourcing options, leading soft market testing, ensuring requirements are designed correctly, pricing strategies, TCO analysis, performance management and dispute resolution. An integral part of this role is to ensure that BCC achieves the right service whilst operating within a demanding, fast paced environment therefore the ability to challenge whilst being pragmatic is essential.

You’ll need to be commercially astute, with a clear understanding of procurement risk and an innovative and collaborative approach to manage suppliers’ performance - resolving problems, mitigating risks and identifying opportunities. You must be able to identify opportunities for improvements and demonstrate the necessary influencing skills to implement change.
