The Purchasing Manager role is responsible for establishing and implementing effective procurement strategies, and monitoring the resulting effectiveness to enable continuous improvement. You will also lead the supporting communications and consultation activities.

You will ensure the implemented procurement strategies leverage the organisations spend, optimise value for money, support the efficient and cost effective purchase of goods and services and align to the Procurement Strategy.

You will be responsible for developing effective working relationships with senior stakeholders to ensure that the strategies developed align to the needs of departments.

You will lead complex tendering activity, delivering best value for money and mitigating identified risk.

Responsibilities:

  • Manage projects to develop and implement multi-year category strategies to achieve product standardisation, supplier rationalisation and enhanced value for money
  • Manage the relevant Purchasing Group(s) (and supporting working groups) sponsoring particular purchasing initiatives
  • Develop purchasing strategies in respect of major projects (£1m-£10m), promoting early engagement of departments through business partnering and the development of demand pipelines
  • Lead complex operational tendering activity (to include multi-million pound tender exercises) delivering best value for money and mitigating identified risk
  • Build and document product and market knowledge to enable effective support to be provided to devolved departments. To include representation on cross-sector working groups to ensure that the organisations needs are reflected in any collaborative deals developed
  • To identify and report on savings and efficiencies, and in particular to be responsible for developing and achieving a stretching savings target
  • Manage strategic suppliers, including benchmarking to ensure ongoing value for money and regular reviews of contractual performance with stakeholders to achieve operational improvements where required
  • Foster productive working relationships with other purchasing professionals within your categories
  • Act as a mentor, providing guidance and support when required to other members of the Purchasing Department
  • Act as local expert and first point of contact within the sub-categories for the organisations devolved departments and suppliers

You will have:

  • Proven record of developing strategic plans for categories of spend and evidence of successfully executing those plans to deliver savings and efficiencies
  • Experience of leading continuous improvement initiatives with category specific suppliers and internal customers
  • Experience of negotiating complex commercial and contractual arrangements with suppliers
  • Good analytical skills (to support the development of evidenced category strategies)
  • Strong oral, written, and electronic communication skills and experience of using these skills to deliver presentations and briefing papers
  • Ability to influence at all levels both internally and externally to bring complex matters to conclusion
  • Degree education with a relevant post-graduate qualification (e.g. CIPS), or studying towards such a qualification, or equivalent professional experience
