JR Recruitment are looking to source an Assistant Procurement Manager to providing specialist Procurement Advice to a client for one of the UK`s most prestigious rail and infrastructure projects.

As Assistant Procurement Manager (APM) you support the Procurement team to deliver contracts in excess of £1bn.

You will be responsible for developing procurement strategies and plans for projects within £10k-£1m and supporting the Corporate Procurement Manager in the development of strategies and plans for larger scale projects that must comply with statutory requirements and relevant government policies and demonstrate that its procurements are fair, transparent, non-discriminatory and deliver value for money.

Key skills:

  • A basic knowledge and understanding of procuring through OJEU, established Government frameworks and Utilities directives is essential.
  • Good analytical and report writing skills with experience in compiling tender and commercial documents.
  • Demonstrable use of e-tendering solutions and ideally you will be a Member of CIPS or studying towards final stages of qualification.
  • We are seeking applications from those with experience, preferably Client side, of procuring Tier 1 contractors whilst utilising different procurement routes.
  • The experience you have gained will, ideally, be in procuring large value complex civil engineering / systems / construction works, in compliance with applicable EU and UK procurement legislation, with a working knowledge of the NEC suite of contracts.
  • Knowledge of the Utilities Contracts Regulations would be an advantage, but not essential.
  • You will have experience of working within Client organisations, matrix environments and have excellent influencing and communication skills.
  • You will be degree qualified, or equivalent within a relevant subject and ideally be Chartered MRICS /MCIPS or currently studying towards accreditation.
