Our client, an award-winning Telecoms organisation, are looking to recruit an experienced IT Procurement Manager into their team.

The Commercial team manage a large number of strategic suppliers providing anything from Managed Services, Network Equipment, Transmission, Information Technology and management of power and property suppliers.  This involves very significant spends across these categories supported by complex contracts.  As a member of the Commercial function the IT Procurement Manager will be responsible for all Procurement and a significant amount of Vendor Management activities.  Supporting key stakeholders such as Design, Planning & Deployment, Operations, IT, Property, helping them to ensure their suppliers deliver what they need, when they need it, developing clear strategies for the future.

Role Purpose:

  • To ensure that strategic and routine Procurement activities across the IT domain are managed and delivered appropriately.  Translating the wider team vision and roadmap for this area of the business

  • As a member of the Leadership Team for Procurement, the incumbent is responsible for supporting the Head of Procurement to translate business initiatives into a vision for the team and to identify, develop and deliver the roadmap for all IT related needs, linking this to deliver the wider business and shareholder long term and short term needs

  • Working collaboratively to gather, understand and facilitate the definition of IT’s customers’ needs (internally and externally)

  • Negotiate and gain commitment to deliver business needs from suppliers, driving value, minimising risk and setting stretching SLA’s

  • Constructively challenge the Procurement, IT, Legal and Operations Teams, as well as the leadership team and wider business, to ensure a positive working environment is created with a focus on people, execution and customers

Key Responsibilities & Accountabilities:

  • Manage the performance of your team, driving high performance by setting, stretching and challenging objectives.  Continually review these and provide feedback on an on-going basis

  • Manage resources appropriately.  Hire the right people with the right attitudes and ensure the mix of permanent staff and contractors is appropriate

  • Be a true service provider - understand your customers needs and encourage your team to deliver a great service internally and externally

  • Provide feedback and recognition across the whole organisation

  • Define, build and grow the culture within the IT Procurement Team

  • Follow Procurement best practise wherever possible but also deliver positive outcomes when Procurement best practise has not been followed by the wider business – ensuring the behaviour is corrected for future activity

  • Utilise Procurement and Finance tools and systems to support the management and reporting of Supplier portfolio performance.

  • Identify opportunities for improvement in Procurement ways of working and business interactions with Procurement 

  • Work with stakeholders to ensure that suppliers / contracts are managed effectively yielding value and sustained savings

  • Perform risk management for suppliers and their respective agreements

  • Control spend and build a culture of long-term saving on sourcing costs

  • Lead in the development and undertaking of sourcing strategies

  • Manage a team of 3

Critical Knowledge & Experience:

  • Strong commercial experience

  • Strong influencing and negotiation skills

  • Excellent communicator at all levels in an organisation across a variety of disciplines (legal, technical, finance and commercial)

  • Strong negotiation skills and a good understanding of contract law, with experience negotiating complex agreements for IT tools and systems including software development, configuration, consultancy services, Agile services, firmware and equipment

  • Supplier management skills and experience

  • Robust contract management skills including a strong understanding of key IT contract clauses, such as IPR and licence rights
