Dudley Metropolitan Borough is the historic capital of the Black Country, with a diverse and growing population and a range of exciting regeneration initiatives, kick-started by a new Metro into Birmingham opening in 2022. Key to achieving this is maximising value for money from all the services we buy and developing our commercial activities and traded services to maximise income generation.

In order to take this forward, we have created this new role to lead all commercial and procurement activity across the council. This challenging and varied role requires an experienced commercial leader who can develop and deliver a commercial and procurement strategy, as well as establish a commercial culture and commercial thinking across the entire council, with associated competency frameworks and training, to support our sustainable development. You will lead a step change in procurement culture, refreshing competencies and behaviours, ensuring procurement activity delivers best value for money, as well as social value, and that Dudley is at the forefront of innovative procurement practice.

You will need to bring proven commercial expertise, leading and developing sales operations and evidencing positive financial outcomes. You will have substantial experience of designing and implementing procurement transformation and modernisation in organisations of a comparable size. In addition, you will have successful experience of developing strategic partnerships with a wide range of people and organisations, including schools, academies, businesses and partners to drive positive economic outcomes. The ability to work collaboratively and sensitively with professional colleagues, including elected members, to evoke change is essential.
