Senior Procurement Manager

Position: Senior Commercial Manager 
Location: Plymouth, Devon (Occasional travel to Croydon, Nottingham and other locations will be required including overnight stays) 
Contract type: Permanent 
Hours: 37 hours per week (flexible working considered) 
Salary: £50,362 per annum 
Benefits: 28.5 days’ annual leave (plus bank holidays), flexible start and finish times and the Civil Service pension arrangements, maternity, paternity and childcare benefits are extremely competitive

About the role: 

This is a great opportunity to take a lead role as a Senior Commercial Manager joining the senior management team in our Procurement & Commercial Group. Land Registry is making strategic changes that will impact on our current operations and future operating model. We are offering a unique opportunity to be the commercial lead in the development of new digital services and the support of existing legacy information and communications technology (ICT) systems. 

You will be working with senior management teams across the organisation who are responsible for the development and delivery of the digital and ICT services. You will be dealing with significant spends, providing specialist advice, leading major procurement exercises and delivering commercial solutions. Strong leadership skills are required to promote good spend management practice, challenge management’s assumptions where appropriate and make recommendations for change in line with strategic aims. An opportunity that will surely stand out on any CV. 

About you: 

The successful candidate will be a strong communicator, possessing excellent interpersonal skills, able to relate to people at all levels in an organisation and establish and maintain respect both professionally and personally. You will have deep knowledge, understanding and experience of ICT and digital procurement (preferably to include the associated UK and European Union regulations) and demonstrable experience of managing complex projects. 

A talent for creating value in the management of a contract, complemented by a strategic mind-set and strong negotiating skills are critical to success in this role. You will have the ability to explain commercial decisions to senior leaders in a fashion that can be understood by non-procurement staff and experience of building and managing stakeholder relationships at the highest levels. 

Ideally, you will hold a full professional qualification in procurement and supply at MCIPS (Professional Membership of Chartered Institute of Procurement & Supply). Although, an equivalent qualification or depth of experience will also be considered. 

You may have experience of the following: Senior Commercial Manager, Purchasing Manager, Procurement Manager, MCIPS, Contract Manager, ICT Procurement, Digital Procurement, Central Government, etc.
