Procurement Officer

Procurement Officer - Sheffield - £27,000 - £33,000 + £3,000 Supplement Chase and Holland are recruiting for a large Sheffield city centre based organisation looking for a Procurement Officer to join their team on a full time permanent basis. Procurement Officer Responsibilities: * Manage a portfolio of commodities, (large capital equipment, ICT, consultancy or construction related services), ensuring appropriate stakeholder consultation, timely and effective tendering of supplies, services, works and concessions, * Lead procurement projects strictly in compliance with the Public Contracts Regulations 2015, drafting procurement plans and invitations to tender, advising stakeholders on the development of technical specifications, establishing contract terms, developing evaluation methods, managing the engagement with the supply market, co-ordinating the evaluation of tenders, and awarding contracts * Advise on contractual arrangements, agreed sources of supply and supply chain issues to ensure the use of appropriate suppliers and compliance with the Financial Regulations * Contribute to the development and delivery of training workshops/seminars and awareness initiatives on procurement, legislation, practices and issues * Review 3rd party framework agreements and other routes to market * Lead, facilitate and advise upon effective contract management * Support the development and implementation of plans to improve procurement processes and procedures liaising within and outside of Finance as appropriate * Analyse and manipulate spend data in order to achieve greater value for money, compliance and awareness regarding category expenditure * Ensure the timely provision of management information reports and provide analysis to support tendering, contract management, risk management and performance reporting Key Requirements and Preferences: * Substantial experience of letting contracts under public procurement legislation compliant with OJEU and PCR2015 * CIPS Qualified or studying towards * Previous experience of procuring ICT or consultancy related services * Ability to work accurately with excellent attention to detail In return you'll receive: * 25 days' annual leave + 8 bank holidays + Up to 6 additional holidays * Flexible working * Westfield Healthcare * Pension * Various discounts If you are interested in finding out about this exciting Procurement Officer opportunity, click 'apply now'.
