Procurement Manager (Buyer), Bedfordshire - Housing schemes

An opportunity for a Buyer to join a highly respected main contractor in the Bedfordshire area.

Our client works across a range of sectors including Residential, Aviation, Education, Healthcare, Commercial and Industrial.

You will be joining the residential arm of this Tier 1 contractor and will be working on schemes ranging from 1 bedroom apartments to 5 bed luxury homes

The role

Our client are looking for a Procurement Manager to work within the housing arm to support both the Commercial Team and Procurement Shared Service.

Key responsibilities:

  • Assist with the creation of material budgets for the Estimating Department, liaising with PSSC as required
  • Participate in Technical Handover Meetings, liaise with PSSC regarding long lead in items and priority procurement needs.

  • Assist the estimating team to breakdown the budget into target package allowances and draft first version of the procurement schedule up to and including the target allowance.

  • Support the Project Manager in Procurement Strategy Meetings.

  • Assist the Business Unit commercial lead in reviewing the proposed tender analysis for significant materials purchases proposed by the PSSC and make recommendations

  • Assist the Project Managers to review and check each materials package take off and scheduling provided by the PSSC to ensure they align with the outcome of the Procurement Strategy Meeting and current build programme

  • Participate in Procurement Handover Meetings and Project Readiness Meetings supporting the Project Manager and Project QS to ensure procurement is on target and site are aware of call of requirements and lead in periods.

  • Participate in Project Review Meetings to assist the Project Manager as required focusing on the liaison with poor performing suppliers (informing PSSC where necessary) and assisting the Project QS in determining cost to complete.

  • Supporting the Project Manager to ensure material call offs are in place in line with the current build programme and ensuring that suppliers can meet these requirements; reviewing costs incurred on lost, stolen and damaged materials; managing materials reconciliations; completing monthly stock takes of materials; liaising with the PSSC as required; purchasing non-plot items on Purchase Cards and completing the Purchase Card enrichment

  • Supporting the Customer Care manager in providing reports on customer care materials spend and impact on the approved budget

  • Supporting the operations lead by producing a monthly site report on the management of materials including suggestions on best practice, storage, protection, waste control and need for replacements

  • Liaising with the supply chain to co-ordinate deliveries and lead times.

  • Participating in any 'meet the buyer’ events

  • Maintain sub-contract purchase orders in Oracle, updating 'accepted status’ and closing purchase orders as required

  • Identify and share best practice for materials protection and storage

  • Drive down spend on replacement materials and produce detailed reports on spend.

Skills and experience required:

  • Excellent organiser with proven time management skills

  • Excellent communication skills

  • Experience in housing is desirable but not essential.

  • The successful applicant must have experience in a similar role preferably within the construction sector and knowledge of procurement analysis

  • Computer literacy, an analytical mind-set, high level attention to detail, excellent communication skills and the ability to prioritise workload based on business requirements, are integral to this role
