A large public sector organisation based in Somerset is currently recruiting for a Service Manager - Procurement on a full-time permanent basis.

The Commercial and Procurement Team is looking for ambitious individuals to work closely with stakeholders across the business and to help promote increased collaboration between services and more widely across the public sector.

You will provide procurement and commercial expertise and have a focus on strong relationship management. You will also be required to bring challenge and new thinking to the Team and the wider organisation to help shape the future.

Whilst technical procurement skills are important, the organisation is also looking for individuals able to ensure procurement compliance and that can think commercially to develop different delivery models. Therefore, the ideal candidates are those who are mentally agile and flexible, who bring innovation and embrace change, are risk aware not risk averse but most importantly who are passionate about their work and committed to continuous improvement.

Duties and Responsibilities

1. To manage the organisation and delivery of a range of procurement services ensuring compliance and statutory obligations
2. To participate in the development of organisational procurement policies, procedures and processes and share responsibility for a coherent and consistent approach to procurement.
3. To engage with Commissioning and Operational Managers to review, advise and make recommendations on the design and development of procurement best practice.
4. To be responsible for agreeing procurement options, approaches and tactics with Lead Commissioners, advising and supporting Strategic and Service Managers to ensure compliance with internal governance and external regulatory frameworks - eg Contract Standing Orders, OJEU, etc.
5. To work with Strategic Commissioners to carry out whole service gap analyses between service needs and market/supplier capabilities, assessing opportunities, risks and constraints to effective service delivery.
6. To engage and negotiate with suppliers to help set business expectations, challenging the norm and create innovative approaches for procuring services.

• To support strategic commissioning through long term planning and strategic sourcing.
• To bring together and connect commercial, procurement, contract management and client services through a Centre of Excellence.
• To be commercially aware in achieving a balance between service outcomes and value for money.
• To integrate with the rest of the business - working closely with commissioners and operations teams with no gaps.
• To be clear on lead responsibilities and touch points between Strategic Commissioning, CRCM and business operations.
• To be professional, flexible and adaptable and fully focused on procurement, client and commercial support
