We are introducing a Returner Programme for talented and experienced professionals who are looking to restart their careers after an absence from the workplace. 

The programme is for: 

• Individuals returning after time out for caring, who have taken a continuous break from paid work for at least two years, or 
• Individuals who have returned to the workplace after time out for caring, following a continuous break from paid work for at least two years, but who are working in a role or level which is not commensurate with their skills and experience.

Scope: 

The role is responsible for supporting the Business Partner Commercial team in planning and executing the procurement of goods and services for the Home Office (HO) that delivers value for money, is compliant with procurement law, and which demonstrates best commercial and procurement practice. 

Key Responsibilities: 
Procurement 
• Develop and lead simple procurement activities for the HO that conform to the HO Procurement Policy & Procedures Manual and which comply fully with EU procurement law, HO and government policy, and assurance processes. 
• Support the delivery of more complex procurements through the management of activities such as 
o Production of financial analyses and projections 
o Documentation of business case content such as assumptions and scenarios 
o Supporting procurement workstreams, delivering to timescales and objectives 
o Assisting core procurement processes such as eSourcing 

• Produce procurement plans for non-complex goods and services collaboratively with Commercial teams and the relevant HO business unit that meets the specified needs. Provide options and opportunities from commercial perspective looking at aspects such as requirements, solution options, risks, benefits and sustainability. 

• Maintain relationships with key internal and external stakeholders in order to develop a clear and agreed view on the needs of the business and target outcomes. 

• Deliver cashable savings and other financial/non-financial benefits against target 

• Provide commercial guidance to peers or senior colleagues that draws on relevant procurement legislation, policy, information, supply market knowledge, and commercial experience. Maintain awareness of developments in procurement policy and commercial case law 

• Understand the key financial, legal and commercial issues in the development of the contracting model. 

• Ensure that commercial risks are identified, understood, and managed at all stages of the procurement, and that ongoing risks are transferred seamlessly into contract management. 

• Support the development and delivery of negotiation plans. 

• Provide continuity through a planned transition from tendering/contract award to contract management, which protects commercial gains and knowledge, and manages risk. 

• Ensure that procurement plans consider Purchase to Pay (P2P) policy and process to identify the most efficient and effective way to acquire the procured goods and services. 

• Gather lessons learned from procurements and ensure these are documented to inform future projects and influence improvements in commercial processes, systems and skills. 

• Undertake procurement work in other Commercial Directorate teams, or contract management work as required, to balance workload across the Directorate. 

Technical Knowledge Requirements 
• Experience working in a commercial or procurement organisation, ideally supporting large commercial programmes to set timescales and objectives. 
• Knowledge of EU procurement law, Government Accounting and commercial best practice and experience. 
• Commercially astute and able to apply value for money concepts. 
• Experience of supporting the development of business cases and justification for major procurement projects. 

Additional information: 
Ideally qualified or working towards CIPS Advanced Certificate in Procurement and Supply Operations (NVQ level 3) or equivalent. 
Travel around the UK may be required.
