You will manage the development and delivery of the sourcing and supply strategy for third-party spend with a total value of approximately £800m. This will include market development and management, of indirect services and contracts, developing and sharing the vision for collaborative and strategic procurement.
You have a central role to play in the delivery of efficiency targets and will demonstrate tenacity, drive, commercial acumen and persuasion in implementing the strategy to deliver year on year savings.
A key priority will be to develop and implement innovative approaches to supply arrangements that minimise cost and commercial risk whilst at the same time
enhance the services provided. An ability to really understand markets and how they operate will be essential to success.
Key Accountabilities
• Provide direction in developing and implementing the Corporate Procurement Indirect spend strategy and framework, which influences their ability to purchase significant areas of spend collaboratively.
• Identify and lead on specific procurement projects, tenders and contracts whose overall value is around £800 million and take operational responsibility for the projects and tenders carried out by the Commercial Services Procurement team.
• Explore, identify and implement innovative approaches to the delivery of complex projects in order to enhance levels of service and minimise costs, ensuring compliance with the overall strategy and seeking to safeguard against contractual and commercial risk.
• Influence Directors, Senior Managers and Members on the commercial and financial viability of differing sourcing options for specific projects including In house, Outsourcing, partnerships and Collaboration, Framework Agreements and Traditional Procurement. Some of these decisions may involve TUPE.
• Influence the regional procurement agenda including identifying and leading cross-authority project teams to maximise the cost benefit.
Knowledge, Skills and Experience
• Educated to degree level or equivalent by experience.
• Comprehensive knowledge of contract law and implementing contracts and supply agreements.
• Comprehensive knowledge of current legislation and its impact on market management, finance and contractual arrangements
• Operates in an expert capacity applying experienced professional knowledge
gained through wide exposure to market management.
• Required to exercise some judgement to develop new approaches to markets
and deal with complex issues, contributing at a strategic level.
